Its not richtofen its a bus driver that has become a zombie. Back in the 30's up to the 70's bus drivers all wore a hat just like that as part of the uniform. And from looking at the style of bus, i think the story line is going to continue due to the setting being old.

I was thinking the same thing since he swapped bodies with Sam, it can't be him driving in his own body. The bus driver seems to be a kind of mix of a robot and a zombie to me.
