As I've been progressing through Fallout 3 I seem to always be short on stimpaks. I'm currently level 7 and I only have around 20. Is there any way to get more easily without cheating?
P.S. If it helps i have about 1500 caps.

Try the travelling merchants that go from town to town,
The underworld ghoul place has a hospital area, so you may want to try asking them or stealing them.

Notice he said Fallout 3 not New Vegas.
Your best bet is the chem shop in Rivet City and Craterside Supply. Buy all the stimpaks and wait a while for them to replenish. If you ever come across Doc Hoff, the chem selling caravan buy out his stimpaks.

Best way to get stimpaks is to buy them. Best way to get caps is get your repair to 100 and get like 5 10m pistols repair 1 till its full then sell them.

Repair the leaking pipes and disarm the bomb on Megaton. It should give you over 600 caps. Only if you barter up the reward price for disarming the bomb though.

Usually you can just buy them from people and in a few days they will have them for you to buy again! They're quite expensive though...

Yeah, just do as everyone else said and you should have quite a lot.
By the time I finished EVERYTHING you could possibly do in Fallout 3, I had 250= stimpacks. However when I was playing the main quests and such, just as you are, I had about 70+ which was perfect. :
