Looks like EA are preparing their site for it!
New layout looks alot better, not sure how long it has been like this but thought people would like to know about this.

What do you mean 'are preparing a site for it' This website has always existed, they have just updated it for FIFA 13 stuff.

They updated this last week. The web app is coming "soon", if by "soon" you mean about a week before the game releases.
