Ok, so I have 2 questions:

Firstly. I've recently finished the 'Smoking Kills' Quest and have started doing slayer tasks given from Sumona. So I was wondering if doing tasks from her over and over again is the fastest method to earn 400 points in order to learn how to make a slayer helmet? [I'm combat 93 with 38 slayer]

Secondly: Approximately how many hours does it take to achieve 99 theiving from level 1?

as far as i know there is no way to achieve 400 slayer points fast sorry

99 theving will take about 130 hours if you do pyramid plunder asap and have done contact quest for faster banking as for your first question sumona gives tasks that are quite long for only 12 slaye points. Despite the higher amount of points, it is advised to go to someone like vannaka in edgeville who gives lower leveled monsters as tasks but they give bad slayer xp but i think it is 4 or more points. 3 tasks like these are much quicker that one sumona task but if you are after xp then definitely always use the higer slayer masters.

Wrong i just achieved 99 thieving in under 60 hours if you dont believe me watch my video on youtube i have recently achieved it yesterday after only doing it 6 hours a day and got it in a week and 3 days
