There used to be a glitch based on your timing but now I don't think it works

It does not, patched after the metro style dash came out, the one right after 2.0.13599.0. The modding your motto to get a 2 day suspension doesn't work either anymore.

So, there is no way to log into a banned account in order to redownload dlc. HOWEVER, you can go onto xbox360iso and redownload all the dlc you had and play offline that way. Other then that you're out of luck, sorry.

You can not sing into a banned account, so in this case you can't re download DLC(s)

As far as i know there is no possible way to sighn into a banned account i have tried aswell but it dont work
