You won't be getting a GPU+CPU loop on that budget unless you buy quite a few used parts. You can do a CPU loop, and considering like this sounds like you and your friends first time, I'd highly suggest considering one of the XSPC Rasa kits on FrozenCPU or wherever else you wanna buy it.

Yeah i noticed that only thing is there out of Stock atm and genrations there is a easy way to get bubbles out if you have diffrent speed pump or take your time and lossen them up and put them into the resivor
