Do you mean a triple-radiator setup or just a 360mm radiator? I hope it's the latter, because it makes more sense. What are his specs and what case does he have?

A 460? He really should make other more pressing upgrades before spending a few hundred on better CPU cooling. This is why I almost always discourage water cooling, the price to performance ratio is awful and your money is much better spend elsewhere.

Is he just cooling CPU+GPU, or what? And what kind of budget is he working with?

You won't be getting a GPU+CPU loop on that budget unless you buy quite a few used parts. You can do a CPU loop, and considering like this sounds like you and your friends first time, I'd highly suggest considering one of the XSPC Rasa kits on FrozenCPU or wherever else you wanna buy it.

This. The Rasa kits are the best option for a setup like this.

Even if he did have a higher budget, a 6970 doesn't justify spending all that money on a water cooling kit, GPU blocks, preferred tubing, etc. I myself want to do water cooling for my next build as well but it does have a terrible price:performance ratio and takes quite a high degree of patience and skill to set it up and maintain it ( leak testing, getting rid of bubbles, etc ).
