What is the best sound quality out there? Example: MP3 at 320kbps? An ogg file? A FLAC(Free Lossless Audio Codec)? Or what?

Any lossless codec will have the best quality. FLAC, WAV, ALAC, AIFF, etc. all have the same quality, but not necessarily the same file size. FLAC is the go-to codec because of its smaller file size and ability to be compressed without quality loss.

Remember that you can't go from a lossy codec to a lossless one because you CAN NOT gain quality. When it's transcoded to a lossy codec, the data is gone and can not be put back in.
