Load up your save on Skyrim. Find any barrel in the game and empty it out. Place one iron arrow in the barrel. Manually save your game.

Transfer the save to a flash drive. Open Horizon and open your save. Click Contents, extract the Savegame.dat file to your desktop, minimize Horizon.

Open the Savegame.dat file in HxD. Click Search>Find (or Ctrl+F). In the search box type 41397d0100 and change the data type to Hex Values. Hit OK.

The data value you just typed in should now be highlighted in the string of numbers and letters. Find the item that you want below and the quantity (also below) and replace the original code with the new one. Once you type the new code, if there are any different numbers/letters than the original, they should turn up red, this is OK.

Once you have replaced the code with what you want, Click File>Save. This will change the Savegame.dat (although the file name is the same) and it will automatically create another file right below where you placed the original called Savegame.dat.bak. This is a backup folder just in case something messes up. Close HxD. Open Horizon back up. Your save original Savegame.dat should still be in Horizon. Right click the file and click replace and replace it with the Savegame.dat that is on your desktop (Not the Savegame.dat.bak!!!)

After the file has been replaced, click the orange Save, Rehash, and Resign button. Once it is done, close Horizon, and safely remove your hardware. Plug the Flash Drive back into your xbox, transfer the data to your HDD, and load up Skyrim. Once on the main menu click Load (Don't hit Continue) and choose the right save file. Once your in the game, search the barrel and the item that you replaced the arrow for should be there.
