So do I need GTA IV to play GTA Ballad of gay tony cuz I just bought GTA Ballad of gay tony and I don't have GTA IV because the CD scratched .. :/

If you purchase the Episodes from Liberty City disc of the two DLC packs, that is standalone and does not require GTA IV to play. However, if you're just downloading the DLC off the marketplace, you will need GTA IV.
