What i think
The system is based around the idea that you can trust an individual with the power to ban a person from dozens of servers.
They went about it the wrong way. It should have been a closed system, with voting influence. Here is how they should have gone about it:
Make a system where an admin can file a complaint. This user is then look at by the community via website. The admin and user may both give short statements about the complaint, along with images. The user is then voted on by poll. If the user is voted a griefer, then he is put on a "low" list. The more complaints a person gets, the more he is bummed to different lists. An admin may choose in the config witch list equals banned. A creative server may say that you are banned if you are on the "low list". If you are voted innocent, you are put on watching.

This is a good way to do it, but if your caught griefing, you need to be banned. Not put on trial. Its the way things work. Dont try to change them.
