Ok first of all, you will want to download Xbox 360 Tools, and you will need a flash drive, 4GB is prfered, but can be done with smaller ones.

[ Register or Signin to view external links. ] <---- Tool Download

Now, before we proceed, this will temporarily lift the ban for you so you can download any tuning setups, vinyl groups, and designs.( Just a heads up, if you plan to do this more than once, it is advised you keep your Gamertag and Forza save on the flash drive, but you can move it back if its only a one time ordeal)

Ok, the first thing you will want to do is move your GamerProfile and Forza gamesave onto your hardrive by going to system settings, then going to memory.

The next thing you wan to do is put the flash drive into your computer, and open up Xbox 360 Tools. If it says unable to connect to server, thats fine, you dont need to, so just press OK. Once the tool is loaded up, youll notice something on the right of the tool, its the device explorer. If its not there, click on file, then go to device explorer.

From there, you want to click on the folder named Data, then Gamesaves, Profiles, DLC. There should be an icon that looks like a white xbox 360 pointing forward, with your gamertag next to it. Once you click on that, go down to ForzaMotorsports 4, then on Saved Game. There should be a folder named ForzaMotorsports4 / SavedGame ForzaProfile. Left click, then press on extract, and extract it to the desktop. Once theres a copy on the desktop, go back to the device explorer and delete the gamesave you put on the desktop. MAKE SURE NOT TO DELETE THE GREY FOLDER NAMED SAVED GAMED(FOLDER 0000010) BUT THE GAMESAVE IN THE FOLDER WITH THE FORZA EMBLEM NEXT TO IT!!!)

Once thats done, safely remove the flashdrive from the computer and put it back into the xbox. Once thats done, start up Forza 4, and pick the flashdrive as the memory unit. Your are now starting a new game, pick the brightness, watch the intro video with Jeremy Clarkson, and do the first race with the Ferrari 458. When it askd you to import your forza 3 save, decline. Once you have finished the first race, and picked some crappy started car, you can take out the flashdrive.

Once you out the flashdrive back into the computer, open up the mod tool. You are about to mod $200,000 onto the gamesave you just created to pay for tuning setups, vinyl groups, and designs.

Start by repeating the process of extracting the gamesave onto your desktop, and remember to delete the gamesave that's still in the folder once its been extracted.. You will want to change the name it something else so as to not mix up the 2 gamesaves, but we will change the name back when we put it back in.

Now you will want to go to the Mod Tool, and go to E-H, scroll down until you get to Forza Motorsports 4, and click on it. Go to were it says Open in the top left corner. It will bring up a list of everything on the desktop. PICK THE NEW GAMESAVE YOU JUST CREATED!!!

Once the tool opens up, scroll down to where it says credits, not Credits Earned. Click on it and change the value to 200,000. Once that's done click on save in the top left corner., then close.

Now go to the device, and go back to where the gamesave was. Left click on the grey folder that's named Saved Game(Folder:00000001), and the click on inject(auto folders), then go to the gamesave you just modded $200,000 onto and click on it. The mod tool will temporarily freeze for 10 - 15 seconds and then it will beep and say file has been rehashed or something. Left click on the gamesave and rename it ForzaProfile. You can now click close on the top left corner of the device explorer and safely remove the flashdrive, put it back into the Xbox, start up Forza 4, click on flashdrive as memory unit, and buy whatever designs you want.

Once that's done put the flashdrive back into the computer, open up mod tools and go to the device explorer. From there go back to where the gamesave is, you can either delete the gamesave, or extract it onto the desktop for later use, and then delete it.

Now go to the grey folder named Saved Game(Folder:00000001), left click and scroll down to Inject(Auto folders) and select your gamesave, the one you started out with that has all your cars on it, and select it. Make sure the folder is named ForzaProfile and click close in the top left corner. You can now safely remove the flashdrive from your computer, put it back into your Xbox, start up Forza Motorsports 4, select the flashdrive as the memory unit and enjoy your new tuning setups, vinyl groups, and designs.

Please rep, thanks!!
