Anyone know what range of pricing a computer would be if it can at least run skyrim on minimum?

Could any of you tell me why i meet the minimum im prolly at the recommended requirements and skyrim is glitchy as hell. I dont have full game i pirated it cuz i have collectors for xbox. and my computer is barley ever turned off so with that can anyone tell me why its glitchy??????

Do you have your GPU updated to the latest drivers?
What are your specs?
Also what level of detail do you got it running at?
i know skyrim detects it but sometimes it can put it way far up there and your CPU may be lacking the power.

1. i dont know where to go to update the drivers for what i have in my computer atm.
2. Processor: AMD Phenom(tm)II X4 820 Quad-Core Processor 2.80 GHz
Ram: 6.00 GB
System Type: 64bit
Graphics Card: ATI Radeon HD 4200
Memory: 1 Teyrabyte
OS: Running genuine Windows 7

3. i am trying to run it at the lowest quality for everything i even turned everything down in advanced.
