You'll first need to get the coordinates where you want to spawn the cars, You can get these by using the trainer on GTA IV PC or you can use the train track editor if you don't have the PC version, however it's not very good and isn't accurate. You'll also need the Placement Tool to put in the coordinates and vehicle hashes.

I suggest speaking to Rooted Blade as he's good with car spawns.
