my friend recently added a year membership to his account(3weeks ago) but now he wants to make a new account, is there anyway for him to transfer his remaining membership to a new account. ?

No it's one time "Use" only code. So once you redeem it on your account it's stuck there. If you try and use it, the code will be invalid.

You could call Microsoft and explain the issue.

It is possible to get a "redeem token" but it's rare. Call Microsoft's support line
and there's a small chance you might get a token, being that it's a subscription for a year.
