So I have a windows vista laptop. I havent used it in 2 years because i got a new desktop. Every method ive tried seems to not work.

This is how it starts: The computer turns on, then it says windows vista, and then the loading bar starts. At some point during the loading bar it stops and the blue screen flashes for half a second, and my computer continues to redo this over and over again.

I have no recovery disks, and the cd rom drive is broken.
And safe mode methods don't work either.

Does anyone know what i can do?

He's correct in this situation. If the problem were one where you'd be able to use the computer and then after some time it BSOD then it could be a range of problems. My laptop had an incompatible WiFi adapter and that's what caused my BSOD until I fixed it.

I'd suggest pressing f10 when your computer is starting, then find the memory diagnostic tests, and that should help fix the problem.
