I was wondering if it is possible to use paypal without a card.
for example get money in the account and use it to make other transactions

Yes it is possible if someone sends money to you you can send money back to someone else

You can only send money with some type of Account/Card to wire it to.
I suggest go out and buying a pre-payed card. You can pick one up cheap. just put like $1.00 on it. Then you can spend the money in your Paypal balance.

I don't understand why you dont just put a credit card on your PayPal. If you are earning real money you need to have you CC or Bank Account link for withdrawals.

An unverified PayPal can receive money, but cannot send it.
However, an Australian PayPal account has a $3000 sending limit without the need of linking a credit card or a bank account. So that is your solution, to make an Australian PayPal account.
The only problem will be getting money onto it...
