Just thought I'd share this with y'all before it gets patched.
1. Fast travel(or walk) to Riften
2. Go to a store named "Black-Briar Meadery" You can look at the local map to find it or just walk North-East till you come across it.
3. Once inside, find the shopkeeper named "Ungrien"
4. Talk to him a choose the option "Tell me about Mavan Black-Briar" which will then open up another menu that says "Come on, get the truth off your chest. (Persuade)" After that, it'll take you back to the first option and you can just keep hitting "A" till you get the level you wish.
Notes:
You may get arrested if you do this too long at certain points, usually after about 15-25mins stand outside and wait till 1pm then go back at er'
If you desire, you can watch T.V or do something else because this doesn't require a lot of effort. Just don't lose track of time!
You need at least 28 Speech to do this
When it is patched, please let me know so others don't waste their time and I can close the thread.

No problem, Do you know about the smithing boosting, i have got lvl 100 smithing and i am only lvl 22. If you want to know just ask
