You can start by asking Tolfdir (The main GreyBeard) about dragon burials, he will update your map and give you 5+ locations on where to find them. Other than that they come at random times and after main quests.

Absolutely anywhere, they'll hit cities, towns, animals out in the wild, you'll even see them go for each other, best place for your first ones are dragon nests or where you find the words of power on mountains.

It seems like every other time i go to Winterhold there is one there.
