In Riverwood at the Riverwood Trader there is a man by the name of Lucan Valerius. Keep in mind that I have 100 speech, but for me he has 12000 gold every 24 hours.
Sometimes when I wait 24 hours nothing happens and he is still out of money and sometimes he only has 5000 and I have to wait 24 more hours to get it to 12000 but 90% of the time after I wait 24 hours he has all 12000 back. This is very helpful when you have expensive items to sell that other merchants cannot afford.
There is a quest having to do with Lucan and a Golden Claw which may need to be completed before this works but I am not sure and I have 100 speech which adds 1000 gold to every merchant and allows me to sell any item to any merchant. So he may only have 10000 gold for some people but that is still far more than the usual.
I hope this helps many people and I do apologize if this has been mentioned before, I just haven't seen it yet.

dang thats alot, a dragon attacked riverwood and killed him and the best seller for me is the fence girl in the ragged flagon, she has only 4000 but also buys any item
