Well, this rule has been around for near half a year now. I think that's a sufficient enough amount of time for someone to become familiar with it.

Because ASKING should not be against the rules. What a ridiculous rule.

Asking is clearly implementing future sale, or trade of the account, which is also against the rule. To me that defiantly seems like it should be a rule.
