it was a big hall with everything in the whole game where people who made oblivion could test stuff, but if you found it you could loot everything
is it in skyrim?
is there a location mod to get there like in oblivion?

Of course it has a testing hall that is how all the items and enemy are in the game. But no one has located the coordinates for the testing halls yet.

FYI- To get into the testing room you have to press the ~ key on your keyboard and type in "coc qasmoke" without quotes, and hit enter. It teleports you here and the room goes no where but has all the items and stuff. To get out you open the console again and type something like "coc (location)".
Other console cheats: tcl (no clipping)
tgm (toggle god mode)
psb (gives all spells and shouts) some are fake
player.additem f 100 (adds 100 Gold)
A heads-up, the enchanted armor and enchanted weapons cabinets will seem to freeze up your game but if you wait long enough the menu will load and when you try to loot an item from those it will take forever, and even sometime you have to try a few times to loot.
just transfer the save to 360 when your done
