Here's what they said, this is straight from their update :

'We are working on a solution for gamers currently being inconvenienced by age restrictions in different countries. We are in the process of implementing this change and well update you on our progress shortly.'

so if you have a child account but have cod elite premium and atm you can access cod elite on xbox because "Account not eligible" they are fixing it so that you can access it on xbox?

yes i belive so my friend, best bet is to say that 'you and your dad share the account and HE bought the game and that HE cant get on', so they should by all means if its possible unlock you and should be good to go or they'll just give you a new code to setup a new account, pretty tricky situation

Im not sure as you need elite to download it, you can still pay for them but who wants that aha i do think there will be a way around the age thing, give it a week or so and then if there no solution then give them a ring and they should sort you out buddy J

Yeah agreed man, if you phone them up explaining your problem they should sort you out aslong as your not a 9 year old you should be alright, just make sure someone whos over 18 is there to back you up

so my xbox account is under 18
im buying elite of my friend he has hardened edition but doesnt want elite
it has a code right? and basically can i play cod elite without having to sign up for the app on xbox?
