No it is not. I'm not to sure if and or when it will be available. there is a GUI available though. There is one person that has found the ports to connect to the Apple Database and use Siri on iDevices other than the iPhone 4S. That won't be soon that he will be releasing those ports.

I know there is a gui but it dosent work its just graphics basically so it wont help

What i've heard about this is that one guy got it working completely but you have to use apples servers and if he were to release it to the public, apple would flip out on him because they know who did it. so if someone anonymous were to figure it out and leak it, it would be on there. so it could. but not at the moment.
