Whenever i run my CMD file for my minecraft server (bukkit) it says Failed to bind to port, then perhaps another server is running on that port? ive been running my server on this same ip and port for two weeks, and just this morning it started doing this. If you know how to fix this, please contact me via PM. I will rep you +100 if you solve my problem.

try using different port or your ip is static and it has changed cheack youe ip just open cmd and tipe ip config and look for your ipv4 ad that's the ip u should have in your server properties

It has nothing to do with the port, it is the config file you made to start up craftbukkit. You might have a 64 bit computer and are trying to run 32 bit files. Check again

I had this problem once,all I did was I changed my ip and it was resolved,try that
