Im wondering if when you download a game save does achievements include then?

No, technically you are not download a profile, you are download a profile's save.

u can get saves that are at points right before a achievement is unlocked and play it and get the achievement and on fallout 3 u can use a save game that unlocks all of them as soon as it loads up but thats about it .
