Could anyone please tell me how to make a colored smokey effect behind an image. I'm trying to figure it out, so if anyone could give me a link or possibly tell me how i'd greatly appreciate it.

Get a brush or a smoke stock image and put the layer to screen.

Well you could find brushes(clouds or smoke)
or u could try choosing two gray colors and going up to filter-render-clouds

Depending on what u are looking for.
