If you sent it as Goods, and you don't receive it in the estimated time or so, dispute it. Note that this can take UP to 3 months (or the minimum 2 weeks) depending on all information given from both sides.

1st class it should take at least 2-3 days
at most 1 week so should i call up paypal or shal i wait ??

There are many signs that can help you tell if you were scammed. The biggest sign is the type of transaction you made. If the seller only accepted the payment as a gift on PayPal then there is no way of getting your money back if he did scam you. Another way to tell if you were scammed is if the seller blocks or doesent respond to any questions/messages you send to him or goes to the point of him blocking out all contact with you.

In that case you were most likely scammed out of your money.

If you can show proof contact a Moderator or an Administrator and tell them about what has occured, this normally results in a ban. (past experience)
