Sounds like a virus that's messing things up there.

Back-up important files to a USB/DVD/external hard drive and Re-install Windows. This is the best way to get rid of a virus and ensure your safety and privacy.

Most likely you have a RAT, a Remote Administration Tool.
These are easily undetectable.
Your best case is to Turn off your computer, then start it back up.
when it's starting up keep tapping F8.
That will bring up and options panel.
once you do that click, Restore or something along the lines of that.
And choose, later point if you want your stuff back.
If you don't care about your stuff and want to make sure, no one is creeping on you.
Then you want to restore from a "Image" it's basically factory settings.

Resources:Had something along the same lines happen to me.

If that doesn't work then pm me.

Sounds like a virus to me. Run a scan. If you get nothing call up your ISP as it might have something to do with your internet as well.
