So me and my friend were debating about this but what if theoretically paid off the world's debt, would you have major control over the world or something in that genre?

Money needs a value. Without a value, it's just paper.

So if you were to somehow pay off the whole world's debt, you would be giving money to each country so they themselves can give it to who they owe money to, and we wouldn't get anywhere.

As a result we will simply have an inflation of paper, having the value of it go down, thus making citizens pay more money for everything.

tl;dr:

chaos will occur.
