The three rings are an internal problem. If you want you can try to fix it yourself. Don't be stupid and send it in to Microsoft because they wont fix a Jtag. LOL. But there are thousands of youtube vids showing how to fix it. Please rep me if I helped.

E18 error is due to a cold solder joint beneath the GPU/CPU/RAM chips

A reball is by far a most drastic repair so if you are looking to fix it i would recommend this as a first step:

Removal of the x-clamps, removal and CLEANING of heat sinks, Remove old thermal paste to chips--------

Reapply ARTIC SILVER thermal paste to chips (thin even coating), Replace cleaned heat sinks, replace the X-clamps with the little black spacer under the clamp!!!

Its by far the cheapest way and has a high success rate as -SOMETIMES- its just the dirt and thermal paste degrading that causes RROD and E18. If this still dosnt fix then yeah it will be a cold solder joint and looks like in need of a reflow / reball
