Yes, the GPU heatsink from the Jasper/Falcon would help lower the temp, don't bother with the CPU heatsink, the original 1 with the copper pipe is better than the newer aluminium block they replaced it with

Yes the small 1, the smallest heatsink on a powerful BGA, kudos Microsoft! If you're looking at the board from the front, with the USB on the right the GPU is the chip on the left, again under the smaller heatink out of the 2

I`d install a 12V Fan and that will do the trick! I have a 12V in my Xenon and keeps it cool for hours! 8)
