When you plug it in does your computer recognize the USB? If so your problem is probably that you have to right click and run as administrator. If your computer doesn't even recognize the USB plug in try plugging in some other USB thing into that slot and if it works it's your cable. If it doesn't recognize that USB your port could be broken or you may have some wierd settings on your computer.

A few things to try

1. Make sure all your drivers are upto date and working prperly

2. try a different usb

3. plug the transfer cable in the back of the xbox and attach your hdd to that, and hope it works

4. Blow on ya usb port

Sounds to me like you need a new cable.

Try using the usb port directly into your computer. I tried to use the monitor usb for my iphone and it doesn't detect it. Probably same problem. The monitor usb's are to weak to handle the bigger equipment (hard-drive probably falls in this category). Let me know if that works. Many people seem to have this problem and this question has been asked a few times. I have never found out what works.
