1. There is already a rebooter stickied on top of the JTAG section. It may not get you online, but it's a rebooter nonetheless.
2. No one that has the legitimate rebooter (I'm assuming the one that gets online) would sell it.
3. The online rebooters that have been made do bypass all security. You would still need a KV as every Xbox needs to connect to live, but MS would have to ban you by hand. Before the kinect update, there was only KV flagging which took 4-6 hours, allowing a small window to get online.
