There are mods for GTAIV ?
Like server mods that let you host your own game without winlive ?
I checked [ Register or Signin to view external links. ] but they say nothing of it. yet they mention other server mods for other games. Like MTASA MTAVC and SAMp.
Or is this all just car mods ?
Is there a freaking mod to make that helicopter not blow up my helicopter every-time I try and get in it when I am chasing that dude???? it's one of the final missions.

The mod that everybody is talking about is the 5.0 mods.
They're kind of old, but they are the sickest mods you can possibly get on GTA.
Look around the forums and try to learn a thing or two about it.
