As far as I know there is nothing saying you cannot. Why free subs though? Aren't they supposed to be earned? The author should make a good video that you would want to sub to. Otherwise they think any video they make will be good. When in reality it might not be.

Well there is a Designated Sticky for that.. If you feel Like giving out free Subs, then subscribe to the people wo have posted their channels on that.
And maybe if you post your's you'll get some subs back as well
