Yes you can cancel at any time you want on paypal.

i dont get that im only 13 and my mom is saying that i have to cancle through the site... Paypal can cancle if from there please explain a little bit more...

You can only cancel it through paypal mate.

You just stop your payment mate. Its not very complex.

If you lost your paypal information, you can tell your parents to call your credit card that is linked to paypal and have them cancel it, but much easier to do it through paypal.
