I'm A business seller on eBay
If you have only just started selling on eBay
90 days from your first successful sale this may happen time to time usually a lot, but always check with eBay that it's them and not something on the buyers side, eBay hold these payments the first 90 days to ensure your legit basically.
After 90 days your good, if you ship the item and buyer leaves good feedback etc and tracking it should be in within 7 days not the 21.

It's always the 21 not 7
