Hey, I'm new to building PCs, just putting my first together. It doesn't have an optical drive, but it's cheaper to buy an OS that comes on CD than USB. The CD versions also have OEM listed on the product description, which I understand to mean that it comes with a code under a silver sticker which I use to activate the OS (correct me if I'm wrong). So the way I see it I have two options.

1. Get the ISO file from the developer website, put the ISO file on a USB I already have, then order the CD/OEM (cheaper), and just use the OEM from that package to activate the ISO install.
2. Order the USB (more expensive)

Anyone think the first will work? Please comment if you have other suggestions/need more info to give an answer.

just make a bootable USB no need for anything else. Obtain your copy of windows, linux or whatever your pref is, and write it to the USB through Rufus/unetbootin

You can get windows 10 pro on kinguin for like $28
