Is the monitor to be included within the $1300-1400 budget? If not, what is the budget for the entire system and monitor?

Will you overclock?

GTX 1070 and a 525GB Crucial MX300 would be a better option than GTX 1080 and a lower end 256GB SSD, but GPU prices are stupid right now, and GTX 1070s are close to $500. So it doesn't make sense to save $50 on a GTX 1070 over a GTX 1080, obviously. That said, the GTX 1080s are even rising in price because of the 1070's raise(1080's were around $500). So, IMO, your best option for GPU right now, is to buy a used GTX 980Ti if you can find one for $300-350. A 980Ti will perform very similar to a GTX 1070, and give you an extra $200 or so, which you could put towards a larger/better SSD, and/or a better motherboard.

R5 1600 comes with a decent stock cooler, so I would be overclocking but I can't tell you whether you should overclock or not. That's entirely up to you. For best results with overclocking, a nice aftermarket cooler would be good, but stock cooler should be fine for a little overclocking at the very least.
