This topic is slightly all over the place. Cheapest with a $1500 budget (currency)?

Answer these so we can recommend something.

budget? Currency and all.
Aesthetics? (Panels, LEDs, Color Schemes)
Do you need a monitor? If not list model of what you are using.
Do you need any peripherals?
Any special requests? (Promos, specific vendors ETC)

Assuming you don't need a monitor, keyboard, headset, mouse in the price of the build.

PCPartPicker part list: [ Register or Signin to view external links. ]
Price breakdown by merchant: [ Register or Signin to view external links. ]

CPU: Intel - Core i7-7700K 4.2GHz Quad-Core Processor ($327.89 @ OutletPC)

Motherboard: MSI - Z170A GAMING M5 ATX LGA1151 Motherboard ($121.98 @ Newegg)
Memory: Corsair - Vengeance LED 16GB (2 x 8GB) DDR4-3000 Memory ($120.60 @ Newegg)
Storage: SanDisk - SSD PLUS 120GB 2.5" Solid State Drive ($59.99 @ Amazon)

Power Supply: EVGA - SuperNOVA G3 850W 80+ Gold Certified Fully-Modular ATX Power Supply ($109.89 @ OutletPC)
Total: $1480.21
Prices include shipping, taxes, and discounts when available.

This is essentially my build, just a little more up to date with the processor. and is fully capable of running 'almost' all games on ultra in 1440p even most in 4k, but I like the 144hz g-sync monitor I have and it's so much cheaper to get in 1440p rather than 4k.

Cheapest or $1500? There is no cheapest $1500 system. All $1500 systems are $1500.
What currency? USD, CAD, NZD, AUD?
Do you need a monitor? If not, what monitor(s) will you be using with this system?
Do you need keyboard/mouse or any other peripherals?
Will you overclock?
Preferred aesthetic(colour scheme, side panel window, LEDs, etc)?
What will you use the system for other than gaming, if anything?

Your requests are still pretty confusing, but with that kind of budget and your requirements, I'd probably get something like this;
[ Register or Signin to view external links. ] / [ Register or Signin to view external links. ]

CPU: [ Register or Signin to view external links. ] ($199.99 @ SuperBiiz)
Motherboard: [ Register or Signin to view external links. ] ($131.49 @ SuperBiiz)
Memory: [ Register or Signin to view external links. ] ($119.99 @ Newegg)
Storage: [ Register or Signin to view external links. ] ($150.99 @ SuperBiiz)
Storage: [ Register or Signin to view external links. ] ($48.44 @ OutletPC)
Video Card: [ Register or Signin to view external links. ] ($514.98 @ Newegg)
Case: [ Register or Signin to view external links. ] ($79.99 @ Newegg)
Power Supply: [ Register or Signin to view external links. ] ($103.49 @ SuperBiiz)
Monitor: [ Register or Signin to view external links. ] ($1159.99 @ Amazon)
Total: $2509.35

R5 1600 will handle gaming at 3440x1440 perfectly fine, and will be good for rendering videos. Stuck to the white/blue colour scheme as much as I could, with case, RAM, and even storage. Add some blue(or RGB) LEDs and you'll be good. A big chunk of the budget went towards monitor here, but that's because it's a killer monitor and you can afford it. Ultrawide, IPS, G-Sync, 100Hz. SLI support so you could easily add a 2nd GTX 1080 at any point if you wanted.
