If You Have A Windows PC Go To The AppStore Download "Xbox Beta" From There Sign in do everything like you would until you get to edit profile then click profile picture and then click Upload Custom Image then chose an image it will be checked by Xbox live team and they will choose if you can have it or not. Then you will have a custom gamer pic
