I know. There is no way to remove it and stay on iOS 9.3.3?

After you reset the update should download itself been happening a couple of times. Cydia's site has a nice fix.

I don't think this will work as Apple no longer signs iOS 9.3.3):

the only way to remove it is to restore it but that will update you to iOS 10.3.1 but at the moment there's no jailbreak but allots of rumors saying it could be released next week.

I have iOS 10.2.1 and that still doesn't have a jailbreak. If there's a jailbreak for 10.3.1, I'm suing.

Its not looking like a ios 10.2.1 jailbreak was ever officially created, and it seems "janus" or the ios 10.3.1 jailbreak might not be released (i dont know for sure) but in my opinion you may be better off updating to 10.3.1 while apple still signs it
