I'm new here and haven't completely figured out the layout of everything and cant seem to find what I'm looking for.

Where would I want to post a thread for a web-design service?

I don't want to put anything where it doesn't belong!

Head over to the rules to make sure whats allowed.

Advertising of websites are not prohibited, so i'd assume what you are looking for falls under that category unless you do not advertise your site.

I will check the rules.

It will be a FREE service, and I would not need to advertise a site to do this.
