I'm looking to create my first PC build. I'm pretty new to this but I have some friends that helped me compile this list and I did some research on my own as well. This is what I have so far.

This computer will mainly be used for gaming and some CAD work. I want the main color to be black and I may end up adding RGB lighting in later.
Possible Changes:
CPU Cooler-I might ditchthe liquid cooling for an air cooler that I can get at a cheaper price. I do plan on overclocking but I don't know if the performance increase from the liquid cooler will be worth the extra cost.
Motherboard-I'm considering switching out the x370 motherboard for a B350 motherboard because it should allow me to save a bit of money and I'm not sure if I need all the capabilities of the x370 motherboard.
Memory-I'll probably end up switching out these for different memory that's black but I don't think it will have much of an impact so I just left it for now.
Video Card- I was initially set on the 1070 but then I heard that the new AMD cards will be coming out before the end of May. I would be willing to wait for these if they could offer better performance for the price. If I do go with the 1070 though I don't know which manufacturer I'm going to use cause I don't really know what the difference is or why there are so many different types of 1070s.
Case- I would prefer something with a side window, preferably tempered glass, and even though I don't need an optical drive right now it would be nice to be able to add one in the future.. The case I have right now is just something I threw to finish the build. If I do end up going with the liquid cooler the case has to have a slot for at least a 240mm radiator.
Power Supply-PCPartPicker says this build should use around 370 watts so I chose a 500W power supply to make sure I have enough power and to leave room for possible upgrades. I am a little concerned about the quality of this power supply because it was so inexpensive.
Any tips are appreciated. I might be wiling to raise the price a bit if it were to offer a significant performance increase but this is pretty close to my max price and I'm actually looking to lower the cost of the build as I still need to buy peripherals. For a monitor I'm looking for a 1440p with a decent refresh rate so if you have any tips for how I can get one of those for a decent price that would be helpful. I'm willing to buy a used or refurbished monitor if I could get it for a good price and in decent condition. I'm probably going to be using a second monitor as well but I don't have it yet and it doesn't need to be that good of a monitor.

I have the same CPU, and the limit I have with overclocking is with the CPU and not the cooler, so unless you really want to watercool, you'll be money with the Hyper 212 Evo.
I have a B350 motherboard as well, and I feel like I'm not missing out on a thing.
This is really good RAM, it is white, you can change it if you want. I would recommend around 3000 MHz because the performance increase over 2400 MHz is worth it.
Video card brand doesn't matter too much, get one with a cooler you like. Really any 1070 other than the mini will be fine.
This is one of the best sub-$100 cases. You can not go wrong with this case. If you want something cheaper, then go for it. You do get what you pay for though, and I would not recommend going with one that either is cheaper than $50 or that you don't aesthetically like.
The PSU you had is the older Corsair CX series, which was a little shitty. EVGA PSUs are pretty solid, and about the same price. Also an extra 100 watts. You generally want to have around an extra 30%-40% or more head room for wattage. The one I included should be more than enough.
Either way you can't really go wrong with anything you've chosen, except the RAM, but this way you save around $80.
I don't know jack shit about monitors, so sorry about being unable to help you there.

Completely forgot to mention, on the same CPU and CPU cooler in the PC Partpicker list I included, I overclocked the CPU to 4.05 GHz stable. Nothing crazy, but I get a 5%-ish increase on FPS.

Thanks for the reply. I'll probably end up using most of your suggestions in the updated build. For the CPU I think I might switch to a 1600 instead of the 1600x because they supposedly overclock to the same speeds. Do you think I'll be able to get away with the stock cooler on the 1600 for overclocking? If not will the Hyper 212 Evo still be enough for overclocking or will I have to upgrade to a better cooler?

Budget-1300 is probably the highest I would be willing to go(exceptions can be made), but preferably it would be more around the 1100-1200 range if possible

Just ask be quiet for a AM4 mount. They should send one for free. Ryzen will suit you well. Went with as much black as possible without paying premium for AMD's boards. Xfire support so you can add in another 580 whenever you want. Overclocking will be fine on this chip and the CPU cooler is fairly big so heat dissipation shouldn't be an issue. If anything you could opt for some more case fans, not really needed though.
Plenty of storage for all your raw CAD files, and programs ETC.
Case is more of a personal preference, currently my favorite mid tower from the enthoo lineup. you could also opt for a tempered glass case (as you wanted), the p400s should suit the budget just fine a little over if anything.

Personally the keyboard I have come to like is not fully mechanical, but has a very decent build for the price. The only downside is it is a 5 sector color stage (not individual keys) and logitech's software trying to install the game optimization shit from the package just deny it.

They should be. You shouldn't be building a system before you have peripherals sorted. That's how you end up spending too much on a system and then having to settle for peripherals that don't quite match the system. As in, buying a GTX 1070 and then having to settle for a shitty 1080p monitor, or even worse potentially. Not like you can use the system without peripherals anyway so buy the system at the same time you buy your peripherals, that way you can match the system you build and the peripherals you get, for the best performance and price.

I already have a mouse picked out, the Logitech g502, and I have yet to decide on a mechanical keyboard but I know I should be able to get a decent one for around $150. I still need to go try the different switches to find the ones that I like. For the monitor I've been looking around. I think I should have the option of getting a pretty nice 1080p monitor with a good refresh rate and response time or a 1440p with a mediocre refresh rate for around 300-400 dollars.
