So I decided to purchase Wildlands today.
Installed it.
Downloaded Latest Nvidia Drivers.
Play
When I started playing I was going good. Good Frames with not touching the Graphics whatsoever.
After 10 mins I started getting lag spikes or my fps going to 10-30 then back to 60 FPS
Checked GPU usage.... goes from 99% down to 30%....
It is not very fun playing when that is happening
So, I am assuming that it is the game is poorly optimized but i've read that some people are perfectly fine. Don't know if its a hardware problem or just the game.
Here's my Specs and it's the game or some other problem. Any info is appreciated!

GTX 970
16GB Ram
Driver Version: 378.92
