Check ur user settings in ur control panel to see if you can change the level of what it lets through

Click allow access.

Windows is blocking the connection just incase it is harmful.

You can change the settings in UAC so you don't get this popup again for other software

You are right, and wrong. This is basically spotify's automatic download access. Usually in the background and restarts on the next reboot.

But as for the UAC i would leave it on for some apps not good to entirely turn it off.

You don't need to add firewall exception for this. This just allows the application to talk with other systems running Spotify on the local network.
