MY PROBLEM
a while back playing gta v i was getting a solid 60fps in SP on high settings, but i then deleted the game. i have only just now installed the game again but now in SP, instead of getting a solid 60 on high settings im getting around 40-50 locked.

methods i have tried:
put all settings low still the same issue(same frame rate )
deleted all mods
fresh install
setting high priority in task manger

but nothing seems to work at this point. So would really appreciate some suggestions
also i get a solid 60 in MP

laptop specifications:
intel i7 6700HQ 2.6GHZ
8gb GDDR4 ram
970M 3GB GDDR5

Do you have any software open in the background which may be using up your GPU & CPU??
