Have you tired it in a new rig? swap out the PSU with a different one and see if it's the mobo

It's more than likely the mobo. I had this problem where my gigabyte board just died when I tried waking it from sleep. Have you attempted to short the connection on the power supply to see if the fans start spinning up? You can do the paperclip test for testing.

I bought brand new parts and the PSU was not working, the 24 pin connector did not connect fully, i then got another PSU and it was fine, most likely PSU, use a friend's to see.

This honestly is the most helpful response i've seen here, i was about to say it until i read throughout the comments.

If it is the Mobo just casually take one part out at a time RAM, GPU if you have one, Disconnected the extra four pin on the PSU to the MOBO if it splits, take the CPU power 8/4pin out, if none of that works and the power supply test doesn't work in the first place replace that or try another one. If it works and the motherboard posts or boots from removing any of the parts and or re-seating them works then you will be fine. If that doesn't work look into the a RMA on the motherboard if you still have it.
