Budget 400 GBP (hard budget - target more 380-390)
Budget includes PC (minus case as I have one they can use - mATX), Monitor (24" 1080p), Keyboard/Mouse (wireless). Doesn't need WiFi chip - I have one. Also needs to include Win10 but I can get that at 25GBP rather than RRP. Speakers also needed (or monitor with built-in)

Any cheap speakers will likely be perfectly fine. You could spend a little more for a monitor with speakers if you wanted. I'm assuming the case is compatible, but it'd be useful if we knew what case you were using. You could get a cheaper PSU, not the VS450, a 400W XFX PSU for £35, but the CX450 will be less hassle since it's semi-modular, and it is a good quality unit.

Thanks for this. More or less what I went for but I got the MSI B250M because the other board needs the latest BIOS update to work with the G4560 but most places don't have it installed by default and I don't have any other CPUs that are compatible in order to install it - some places will do the update for you but the price is about the same as just getting the newer board

I mean, you'd save £20 with a H110 chipset motherboard and the majority of places will update the BIOS for you if you ask. The B250 chipset motherboard is fine though.
